It deletes language in the "should cost" provisions on labor and material costs. It eliminates the specification of what information must be submitted to meet the requirement for work measurement standards. It limits judicial review of whistleblower cases. It eliminates provisions creating a defense acquisition corps and instead requires a report on improving career opportunities for acquisition personnel.
