An amendment to strike language requiring a report to Congress on 1986 activities of all safety enforcement programs administered within the Department of Transportation; requiring an analysis from the Secretary relating to health risks associated with the shipment of nuclear materials; and requiring a study on hazardous materials flow. The amendment inserts language requiring a report on the FAA's operation and maintenance inspection and certification programs.
