An amendment to permit public housing authorities to phase in rent increases resulting from tenant income housing assistance to move more easily within the same locality, and allow PHA's to retain excess income, including investment income, for one year without reducing funding in the subsequent year by the excess: to permit the demolition or sale of public housing if replacement housing is provided through housing vouchers or the construction of acquisition of replacement units.
