An amendment to require HUD to publish in the Federal Register a description of projects which receive preliminary approval under the Urban Development Action Grant (UDAG) program, and to prohibit funding for any UDAG or Community Development Grant (CDBG) project which would assist foreign businesses at the expense of U.S. domestic businesses.
