An amendment to limit the obligation of funds for new construction to the completion of units for which funds have already been committed and for which additional funding is required; and for instances where public housing authorities certify that 90 percent of its units are up to standard or will be brought up to standard; or to replace units lost through demolition or sale where HUD certifies that replacement is needed.
