An amendment to change the formula used in the awarding of UDAG funds from one that weighs need and distress at 65 percent and project merit at 35 percent, to a formula that considers both these criteria at 50 percent. Additional consideration would also be afforded to cities and urban counties that have not received UDAG assistance since before December 21, 1983.
