An amendment to express the sense of the House endorsing the Treasury Secretary's efforts to handle the Third World debt crisis; to commend the Administration regarding recent actions to bring down the exchange rate of the dollar; to instruct the U.S. firms at the banks; and to require more than 50 percent of the loan guarantees under the Export-Import Banks section 206 program go to small, medium, and minority owned businesses.
