An amendment to permit an expenditure, after May 8, 1986, of $400,000 for preparing or reviewing studies for the purpose of drafting enabling legislation designed to transfer out of Federal ownership or control the facilities or functions of the Federal Power Marketing Administrations located within the 48 States and the Tennessee Valley Authority.
