An amendment in the nature of a substitute. Expressing the sense of Congress that the U.S. should continue efforts to gain agreement with the Soviet Union to improve verification of the Threshold Test Ban Treaty (TTBT), and the Peaceful Nuclear Explosions Treaty (PNET). This should also apply to a Comprehensive Test Ban Treaty, should one be attained.
