An amendment to retain the Primary Care Block Grant, and drop the present requirement that states match the federal contribution under this block grant, and expand the grant to include funding for migrant health centers as well as community health centers. The authorization for the block grant would be frozen at the FY'85 appropriations level of $419.3 million in FY'87 and FY'88.
