A substitute amendment on a previous legislative day that eliminates the bill's Superfund Excise Tax. It would raise about $8.2 billion over five years with a combination of oil, chemical and wasteend taxes similar to the bill, plus $2.3 billion from general revenues, compared to $180 million in the bill. It includes a corporate surcharge that would be triggered after three years if EPA and the Treasury Department determine additional revenues are necessary.
