An amendment to permit the EPA to make up to $2.5 million in grants to the State of New York to acquire private property in the Love Canal Emergency Declaration Area. All private property in the area is to be acquired. The amendment requires a habitability and land use study of the area. The amendment requires that the funds be used only if the State is to take possession of the property, and that purchase shall be based on the fair market value of the property prior to the emergency declaration.
