An amendment to provide that used oil shall be removed from the list of hazardous substances if it is treated, managed, or recycled in such a way to remove or render harmless the hazardous constituents in the used oil or if the used oil does not contain hazardous substances. The oil must be used in compliance with the final rule promulgated by the Administrator. The promulgated rule is to authorize the Administrator to order any corrective action necessary for release of used oil.
