An amendment dealing with State siting standards. It specifies that federal regulations will apply in situations of State siting standards except where the State standard effectively results in prohibitions of land disposal of a hazardous substance, pollutant, or contaminant. It also adds that state permits may not significantly increase the estimated costs of the clean up action.
