An amendment to alter the provision for persons to bring civil action against any person (including the U.S. government). The bill permitted suits in cases where release or threatened release of a hazardous substance that presented endangerment to the public health or environment was made from a "hazardous waste disposal site". The amendment would permit suits where release was made from a "facility". The amendment defines "release" as "discharge, deposit, injection, dumping, spilling, leaking, treating, storing, or placing".
