An amendment to remove used oil from the list of hazardous substances if it has been treated, managed, or recycled such that the hazardous substance has been removed or the oil is no longer hazardous. It also simply lets the Administrator promulgate regulations for recycling, treating or managing oil such that it will be removed from the list of hazardous substances.
