An amendment to add that there is no liability for persons otherwise liable who can establish by a preponderance of the evidence that the release or threat of release of a hazardous substance does not include any substance with respect to which the person had any relationship. It also adds that if liability is proven the liability is to be limited to the costs of the removal action.
