An amendment to make grants to institutions of higher education to provide model programs designed to improve and expand foreign language studies in those institutions. It sets out criteria for the programs. It also provides authority to establish study abroad programs and internships for advanced foreign langauge students. The amendment specifies areas for study abroad.
