Amendments en bloc to 1) strike the list of specified community colleges that may be awarded grants under the community college pilot partnership project. It substitutes language that says funds are to be awarded to not more than four community colleges to be selected competitively, with the choices covering both urban and rural areas in various geographic regions of the U.S.; and 2) strike provisions for creation of the Robert F. Wagner, Sr., Institute of Urban Public Policy.
