An amendment to add to the list of areas to be studied by the National Commission on Responsibilities for Financing the Costs of Postsecondary Education the following two areas: 1) Institutional Responsibility -- the most effective mechanisms of reinforcing and promoting the principle of institutional responsibility for providing need based aid to students attending postsecondary institutions and 2) Governmental Responsibility - the most efficient and appropriate mechanisms for providing student assistance from the various levels of government.
