An amendment to specify that students applying for additional loans and therefore consolidating their loans may not apply for more than one simultaneously. The amendment also changes provisions dealing with issuance of certificates of comprehensive insurance coverage, limiting the issuance of the certificates to those lenders who have been denied a certificate of insurance by the guaranty agency which insures the preponderance of its loans (by value). The bill had prohibited such issuance if the lender had reasonable access in its state to a guaranty agency for such a certificate.
