An amendment to authorize the Education Department to establish criteria to determine the eligibility of foreign medical schools to participate in the Guaranteed Student Loan program. These criteria may include a requirement that 90 percent of the school's American students score in the top quarter of an approved medical school admissions test, and that such students have at least a 50 percent pass rate on a test administered by the Education Commission for Foreign Medical Graduates.
