Amendment99th Congress
An amendment to provide that if a military operation involving possible armed combat is assigned to the JCS Chairman or the JCS for planning and implementation, the Chairman, in consultation with the Joint Chiefs, and with the approval of the Secretary of Defense, shall assign a single commander and establish a clear chain of command between the commander and the President. The chain of command is to involve the minimum feasible number of levels of command.
