An amendment to strike language in the bill that requires the Chairman of the Joint Chiefs of Staff or the Deputy Chairman to attend and fully participate in meetings of the National Security Council. It substitutes langauge that permits the Chairman or Deputy Chairman to attend to attend such meetings at the direction of the President and to participate as directed by the President.
