An amendment adding the following to the list in the bill of matters for which plans to be developed are to be reported to Congress for future improvement: Establishment within the Joint Staff of a directorate of net assessment reporting directly to the Chairman to furnish him the necessary staff expertise to render his independent judgement on the capabilities of U.S. forces to successfully execute combat operations under unified command.
