An amendment dealing with the Deleware River, Philadelphia to sea navigation projection. It requires the Secretary to 1) monitor continuously materials disposed of at Penns Grove Disposal Area, Carneys Point, New Jersey, 2) monitor continuously to insure that the underground aquifers at the area are not contaminated, 3) limit the fill of the area to 10 feet, and 4) prohibit the use of any area adjacent to the Penns Grove area for disposal of dredged material.
