A substitute amendment to the MACK amendment of a previous legislative day to state that notwithstanding any other provisions of the bill not more than 91.8 per cent of the funds authorized to be appropriated may be expended in fiscal 1986. This amendment omits reference to the Balanced Budget and Emergency Deficit Control Act of 1985, as passed by the House on 11/1/85, as is found in the MACK amendment.
