An amendment to add to the general provisions of the bill a section making further modifications in the provisions for a flood control project at Ellicott Creek, New York. It permits a credit against the non-Federal share of the cost of construction equal to the fair market value of any lands, easements, rights-of-way, or relocations which is greater than 25% of the total project costs if they are provided by non-Federal interests.
