An amendment to add provisions requiring the Secretary to carry out emergency flood recovery measures in the 33 county area of West Virginia for which the Governor of West Virginia requested a declaration of emergency or major disaster due to flooding of October 31, 1985. Also it specifies that West Virginia may not be required to reimburse the U.S. for any emergency flood recovery work carried out by the Secretary in the area as a result of this flood.
