Amendments en bloc to 1) change the criteria for determining cost benefits of projects by striking language that included the protection of the environment and the mitigation of project caused fish and wildlife losses (including habitat), 2) striking requirements that must be met if a water resources development project is to be altered for mitigation of damages to fish and wildlife (including consent of Congressional committees and a cost factor). It adds that up to $30,000,000 may be obligated for such alterations; + 3) adds that mitigation and enhancement shall both be considered in purchase of lands before construction begins.
