An amendment to include H.R. 2266, Amtrak Authorization FY'86 and FY'87, in the bill. It authorizes $603.5 million in FY'86 for Amtrak, to require the creation of a commission to study ways to improve Amtrak's financial performance, and to direct Amtrak to maintain service over certain existing routes even if capital funds must be used to do so. It allows Amtrak to depreciate assets purchased with federal grants for capital improvements, requires Amtrak to submit financial reports to Congress annually instead of monthly, and makes other changes to the law relating to Amtrak.
