An amendment to add the South Plants Area to the priority cleanup list of the plan for cleanup of the Rocky Mountain Arsenal. It also removes from the bill the requirement that all the activities in the plan conform with state environmental laws in effect as of May 15, 1985, leaving language that states only that they conform to state environmental laws.
