An amendment to permit the Secretary of Defense to procure or contribute funds to any State to procure architectural and engineering services and construction design in connection with certain facilities. The limit on architectural, engineering, and design services is 100 percent of the actual cost. The limit of all funds to be provided the state is 75 percent of the total project cost (including the design aspect).
