Amendments en bloc to change the statement of purpose of the National Endowment on the Arts and Humanities to include providing access to arts and humanities for people of all backgrounds wherever located. The amendment also adds that the system of national information and data collection on the arts established in the bill include information regarding availability of the arts to various audience segments, including rural communities.
