Amendments en bloc adding that 1) when considering applications for funds that only those which foster excellence, are reflective of exceptional talent, and have significant literary, scholarly, cultural, or artistic merit be awarded the funds, and 2) a post award evaluation procedure. The post award evaluation may include an audit to determine if the report by the recipient is accurate. The recipient of the award must report on the use of the funds awarded with a copy, where practicable, of the product resulting from the grant. It also includes penalties for recipients who fail to meet these requirements.
