An amendment to change the composition of the membership of the commission established in the bill. It strikes the bill's provisions and inserts that the commission should be comprised of 14 members, with 7 appointed by the President in consultation with Majority Leader of the Senate and Minority leader of the House, and 7 appointed upon joint recommendation of the Speaker of the House and Minority Leader of the Senate. They shall serve without pay and must resign within 15 days of receiving an appointment as an officer or employee of the U.S.
