An amendment to add a new title, Tobacco, to be known as the Tobacco Deregulation Act of 1985. The amendment repeals provisions of law concerning tobacco acreage allotments and marketing quotas, excludes tobacco from concessional export sales provisions, prohibits the Commodity Credit Corporation for using its powers with respect to Tobacco, prohibits tobacco marketing orders, and withdraws consent grantes states to enter into compacts for regulating tobacco commerce and production. It is to be effective with respect to the 1986 crop and those thereafter.
