An amendment to require the Secretary of Agriculture to establish, maintain, and utilize a Strategic Ethanol Reserve. The amendment gives the Secretary 180 days to prepare a plan for the reserve. The amendment sets out detailed requirements the plan is to include as well as setting a schedule for rate of filling the reserve. The contents of the reserve may be withdrawn only if the President declares it is necessary to meet the energy needs of the nation.
