An amendment to add provisions dealing with farmland protection. The amendment requires annual reports beginning with January 1, 1987 under the Farmland Protection Policy Act. It also permits states where a state policy or program exists for farmland protection to bring an action in the Federal District Court of the district where the federal program is proposed to enforce provisions of the Farmland Protection Policy Act.
