An amendment to require the Agriculture Department to submit to Congress by January 1, 1988, a study on the use of unleaded fuels in farm machinery designed for leaded fuel and to prohibit the promulgation of any regulation to reduce the average lead content of gasoline below 0.1 grams per gallon until three months after the report is submitted.
