Amendment99th Congress
An amendment to the Glickman amendment prohibiting denial of benefits to anyone applying a conservation plan based on the local Soil Conservation Service technical guide and approved by the local soil conservation district or the Secretary if he is so active as of 1/1/90 or two years after the Soil Conservation Service has completed a soil survey for the farm, whichever is later. In such instances the person has until 1/1/95 to comply with a plan without being subject to program eligibility. This amendment is to Title XII, Resource Conservation.
