An amendment to require the Secretary to establish a pilot program during FY'86 to carry out barter and countertrade transactions where the Secretary acquires and holds strategic or other materials that the U.S. does not produce domestically in amounts sufficient for its requirements. The amendment lists priorities the Secretary must observe such as nations with food and currency reserve shortages. A report to Congress is required. It also lists countries and the commodities they need and can supply such as i) Zimbabwe, corn in exchange for chromium, ii) Zambia, corn in exchange for cobalt, iii) Nigeria, corn and rice in exchange for oil. It lists a total of six countires.
