A substitute amendment to the Emerson amendment requiring the Secretary of Agriculture to assess each program, project, or activity administered by the Department of Agriculture that 1) provides assistance for establishing, expanding, or facilitating production, marketing, or use of any agricultural commodity in a foreign country and 2) the Secretary determines is likely to have a detrimental impact on efforts to promote the export of U.S. agricultural commodities, to see if they are likely to have an adverse effect. Reports are required on a regular basis.
