An amendment to require the Secretary of Agriculture, using an interagency task force with representatives of the Departments of Agriculture, State, and Commerce, to study the economic impact on agricultural exports of any law or administrative action that imposes barriers on the import of foreign goods and report to Congress as soon as practicable the results of the study.
