An amendment striking provisions in the bill that establish a Special Assistant for Agricultural Exports and Food Aid within the Department of Agriculture. It substitutes a provision that requires the Secretary of Agriculture in consultation with the Administrator of AID, the Secretary of State, and the U.S. Trade Representative to develop a report that contains a global analysis that evaluates future production and food needs in the world with special attention to developing nations. It must identify at least 15 countries likely to emerge as growth markets for agricultural commodities, and contains a plan to increase U.S. exports of such commodities to those countries.
