An amendment to phase out the peanut program in 1987, with national poundage quotas for peanuts set at 800,000 tons for 1986, 600,000 tons for 1987, and 400,000 tons for 1988. The amendment requires the Secretary of Agriculture to conduct a referendum among peanut quota system for the next three years. Farmers may sell or lease their quota. Penalties for exceeding the quotas are set out (140 percent of the support price.) It also sets price supports: $500/ton - '86, $480/ton - '87, and $460/ton - '88. No support is provided after 1988.
