An amendment permitting the Secretary to make available to importers marketing certificates for wheat or wheat products imported during the marketing years 1986 through 1990 for which a national marketing certificate program is in effect. The importer is authorized to market, barter, or donate, without restriction, an amount of wheat or wheat product equal to the amount of the marketing certificate. The marketing certificates given to producers or importers are not transferable except as they accompany the transferred wheat or wheat product.
