An amendment to add that funds in the bill for research into the causes and transmission of Acquired Immune Deficiency Syndrome Disease (AIDS) may be used by the Surgeon General for closing or quarantining as a public health hazard any bathhouse or massage parlor which in his judgement, pursuant to law, can be determined to facilitate the transmission or spread of the AIDS epidemic.
