An amendment to add a new section requiring the Railroad and Retirement Board to issue warnings to railroads who fail to post notice of vacancies for job openings. The warning notifies the railroad that they are subject to civil penalties in the amount of a $1,000 for each vacancy. The amendment also extends through August 1, 1987, the Railroad Board's authority to settle disputes related to the preferential hiring of certain unemployed railroad workers.
