A substitute amendment to the Waxman amendment to state that none of the funds described in subsection (a) may be made available for any segment of the downtown Los Angeles to San Fernando Valley Metro Rail project unless and until the Southern California Rapid Transit District officially notifies and commits to the Metro Rail project will tunnel into or through any zone designated as a potential risk zone or high potential risk zone in the report of the City of Los Angeles dated June 10, 1985 entitled "Task Force Report on the March 24, 1985 Methane Gas Explosion and fire in the Fairfax Area".
